Affordability & Housing Stability
Meeka Owens believes that stable housing is foundational to a healthy and thriving community. During her time on Cincinnati City Council, she helped lead efforts that delivered millions of dollars in rental assistance, keeping families housed and preventing displacement during times of crisis. Owens supports prevention-focused housing strategies that use predictive data and early intervention to address housing instability before families reach the point of eviction or homelessness. She has also been a strong advocate for leveraging housing funds to expand income-restricted units across the region. As County Commissioner, Owens believes Hamilton County must play a coordinating role, aligning tools, funding, and leadership across all 49 jurisdictions to support housing stability and affordability.
Access to Justice & Legal Representation
Owens has made access to justice a central part of her public service, particularly for residents navigating housing instability. She championed Access to Counsel programs that provide legal representation for tenants facing eviction, helping to generate strong economic returns while preventing unnecessary displacement. She has supported the launch of day-of legal representation in eviction court and worked to expand tenant education resources, including bilingual materials that help residents understand their rights. Owens views legal access as critical infrastructure for a functioning community, not a social add-on, and believes the County can play a key role in strengthening partnerships between courts, legal advocates, and community organizations.
Environmental Justice & Climate Leadership
Owens has been a leading voice for climate action that also improves affordability and public health. She was a principal architect of the Green Cincinnati Plan and chaired Cincinnati’s first climate-focused committee, helping establish a framework for implementation and accountability. Her work has advanced residential energy aggregation programs designed to lower energy costs for residents while expanding renewable energy use. Owens has consistently centered environmental justice in her approach, prioritizing investments in neighborhoods that experience the highest rates of pollution and health disparities. She also supports integrating energy-efficient standards into major infrastructure investments to ensure long-term sustainability and cost savings for residents.

Owens believes the biggest opportunities for Hamilton County lie in collaboration and coordinated leadership. Throughout her career, she has worked across departments, courts, and regional partners to deliver results on housing stability, access to justice, and climate action. She emphasizes sustainable funding, transparent processes, and performance-driven use of public dollars. Owens supports growth that is equitable and rooted in neighborhoods, focused on removing barriers and aligning development with affordability. She believes Hamilton County is at a critical crossroads, economically, environmentally, and socially, and that effective leadership must bring partners together, execute solutions, and move with urgency to deliver results for families across the region.
